Rules and Regulations
JR ISL follows the surfing rules
as outlined by World Surf Leauge.
1. Staffing
2. Entry Fee Requirement
a. Entry fees will be set yearly by each conference according to its operational budget.
b. Competitors must be current members in good standing.
c. No entry fee refunds or transfers unless a doctor’s note is presented.
d. Correct fees must be paid prior to entering your heat
e. Once your entry has reached the office, you are considered entered into the event
f. If you miss your heat, you will have to repay entry fee to be put into another heat
g. Phones entries are not accepted
h. Bounced checks will require payment for an amount plus thirty dollars before a member is allowed to participate in the JR ISL event. Checks will not be accepted by anyone who has previously bounced a check.
i. If a competitor chooses not to compete for any reason other than serious injury or illness, he/she will not receive a refund or transfer. A doctor’s note is required for refund or transfer. If you have turned in a doctor’s note, you may do one of the following:

Competitors are responsible for picking up or making arrangements for pick up of any trophies given out at all JR ISL events and championships. Trophies may not be stored so competitors must pick up trophies at any events or championships they compete in.
3. Venue Requirement
50 meters, 25 meters, or 25 yards swimming pool, with 10, 8, 6, or 4 lanes
4. Operational Procedures
Required Official Positions
An individual may hold multiple positions in the same competition

Referee - The referee is the head official at all levels of competition. The referee shall have general supervision over other officials and may overrule another official’s call.

Starter - The starter has the responsibility to ensure a fair start for all swimmers.

Stroke Inspector - From the start of the race, examine the swimming strokes, within their area or
jurisdiction, from end wall to end wall and signal any observed violations by immediately. -
Turn Judges - Observe the last stroke prior to the turn, the turn, and the first full stroke after the turn and observe the finishes of the swimmers in their assigned lanes.

Relay Take Off Judges - Observe first the feet on the takeoff of the departing swimmers, then the touch of the incoming swimmers’ hands and shall judge whether the swimmer is in contact with the platform when the incoming swimmer touches the end of the pool.

Meet Announcer - The announcer helps control the flow of the meet, keeps the meet moving on schedule, makes appropriate announcements and informs swimmers, divers, coaches and spectators regarding the status of the meet.

Timing Equipment Operator - The timing equipment operator is responsible for all timing equipment, including the scoreboard.

Meet Manager Operator - In meets where meet management software is used, the meet management software operator reports to the referee responsible for seeding the meet, if necessary, and producing event or heat sheets for each race.

Chief Timer - Instruct each lane timer on how to time a race, read the watch, when to reset the watch
and how to determine the official time. Collect time cards from Head Lane Timers. -
Head Lane Timers - Record the times for the assigned lane and deliver the time card to the chief timer.

Lane Timers - Start the watch at the sound or illumination of the starting device. Stop their watches the instant any part of the swimmer touches the end wall at the finish. Provide the time to the head lane timer, who shall record it.

Lap Counters - Change the count after the swimmer turns at the starting end of the pool.
RECOMMENDED TIMELINE
2 days before the meet

Each manager sends an electronic file to the meet operator with a list of all athletes that will be competing

Meet operator verifies that the swimmers are registered with JR ISL national chapter
Meet Day - pre meet (in this example 9:00 AM start)
7:30 AM - Managers turn in lineup to the administrative official (including relays)
7:30-8:00 AM - Manager has a team meeting and reveals the final lineup to their swimmers
8:00 AM - Heat sheets are printed and distributed
8:00-8:45 AM - Warm up
8:45-9:00 AM - Final preparations and announcements
Meet Day (in this example we are running a Short Format 1)
9:00 AM- 9:05 AM - Medley relays
(9:05-9:10 AM) - Break

During break - input any DQ’s, tabulate scores, announce scores right before meet starts up again
9:10-9:25 AM - 100 fly, 50 breast, 100 back, 50 free

Announce names behind the block for each event
(9:25-9:35) - Break

During break - input any DQ’s, tabulate scores, announce scores right before meet starts up again
9:35 AM - 9:40 AM - Free relays
(9:40-9:45 AM) - Break

During break - input any DQ’s, tabulate scores, announce scores right before meet starts up again
9:45-10:10 AM - 100 breast, 50 fly, 100 IM, 50 back, 100 free
(10:10-10:20 AM) - Break

During break - input any DQ’s, tabulate scores, announce scores right before meet starts up again
10:20-10:25 - Mixed medley relays
Post Meet
10:25 AM - Announcer thanks all timers, officials, coaches, and athletes
10:27 AM - Final team scores and individual high point scores are announced
10:30 AM - Pictures of high point award winners taken (individual and team awards are handed out)
